Medical wage garnishments in TN

How much can be garnished (in total) from a paycheck in TN? I have a friend who has 2 garnishments... 1 from medical bills from her ex (her ex filed bankruptcy and she is now stuck with it) and 1 from a medical bill of her own. In total is seems they are garnishing around 70% of her check causing her to need to pick up a second job. The problem is that she can not continue with the 2nd job as it is starting to conflict with her primary job.

I think my friend has just "accepted" and is considering it that it will be paid off that much faster. My concern is that they are endangering their primary job due to the 2nd job's hours... I mean, I can function off of 1hr or less sleep a night but they can not.
Would you suggest their first action to be going to their HR department? My thought is that they should have kicked something back to the collection agencies notifing them that the amount exceeded the 25% so they should be involved in clearing this up... correct? Also, since this does exceed the 25%, it is possible they are being charged more interest than "allowed"? Simply said, if they were able to pull off close to 70% garnishment, what would stop them from charging 20% vs the max allowed 10% (if I am reading things correctly). In that case, it may be possible they may have the collection amount lowered or possibly dismissed?
