In Texas they do not allow wage garnishment for certain debt but they do allow a bank levy. Can a person in Texas then bank with Delaware, who alledgedly does not allow any bank levies with the exception of taxes. Is this true about Delaware ?

I'm going to attempt to follow your post..

Your question is can a resident of TX open an account with a Delaware bank to avoid a bank levy?
