Who do I report an abusive collection agency? I am receiving rude, agressive call daily for a person who does not live here. They refuse to believe me or to stop calling.

If the debt collector is calling with regard to a third party (i.e., anyone who is not the consumer or his or her spouse), they can only ask for information pertaining to your knowledge of the location or phone number of the party. They cannot disclose that the party owes any debt. They are limited to one such call in pursuit of "locator information." FDCPA 804.
If they persist,simply tell them that they are in violation of FDCPA 804, and that you are filing a formal complaint with the FTC.
Complaints for violation of the FDCPA are under the enforcement athority of the FTC.
