Saturday I get a letter in the mail from them saying if I do not pay this immediatley the debt will be sold to a law firm in my city to take me to criminal court or civil court.
I know Paul has already said several times that this bottomfeeder will say anything to try to get paid, but is this something that they can do?

well i see a couple of violations in their BS scare tactic letter.
1)threatening you in responce to a proper DV letter.which is.
2)continued collection activity.
3)hinting at criminal charges when KY prohibits criminal action for pdl's
i think you need to got to www.naca.net and fnd a contingency lawyer in your area and sue this piece of garbage.yes let me give you the specific instances were you can collect from them.
the demand for immediate payment.especially after receiving a DV letter.unless they provide the validation,that was most illegal.now the most glaring bit of stupidity on their part.the part where they stated they would "sell the debt"if they could validate they woukldn't sell it.they would have someone in your area that can sue,and the mentioning of criminal action.that told me that not only can they not validate.they still are threatening.they are beggibg to be sued.so at least look into it.

They are not licensed in KY. You are absolutely correct there, but again, I'm curious as to how you obtained a loan with them if you used KY as your address.

PDO's storefront locations offer payday loans. Online they act as either a CSO or an installment loan lender.
They have no locations in KY as pdls are illegal in KY.
Regardless, they aren't licensed to lend in KY. No, they can't. Send the "attorney" a DV letter. If they're violating FDCPA, let them know about it and let them know that YOU know about it. If they persist in violating FDCPA and/or collection efforts after you've send the DV, sue them.
