judgement on house and bank account

I had a Court judgement against me for approx $700. I did not start paying because i was trying to get in touch with the debt collector. I called them and they did not return the call. They filed a lien against my house and last week also filed a hold on a bank account that is not mine but my name is on.
Can they just start liening everything??
