north star/zenith is a bottomfeeder
if this is the north star capital/zenith i'm thinking of do as SOAPLADY advises.budd hibbs has them at the top of his list of worst collectors/JDB'S.i didn't think they collected student loans,but if they do then that might what this is but northstar loves to send phony affidavits,documents.etc.check and see if their was any court date,or action first but you might need an attorney.

The fact that it is the department of the treasury indicates it might be a school debt or state, county or city debt.....so could be taxes, fines, tuition. Zenith could collect on those....they do some third party. Cant find much more info on them.

well, I dont see how owing taxes to a state could cause that state's treasury department to be named in a lawsuit as a defendant. Something sounds fishy about this. I would definitely contact the court clerk's office and see if a suit has been filed against you. I would also contact that state treasury office and ask them for any info they may have concerning this matter.
that's what got me thinking
i thought the dept of revenue handled things like this.not the dept of the treasury.also the IRS would have sent the letter certified mail if it was tax debt.this is very fishy as again knowing northstar/zenith.the OP should look into this thoroughly as i still think that doc could be bogus.
