Help with payday loans in nj

I'm in desperate need of help. I believe pdl's are illegal in nj. I just need help on exactly how to approach my lenders I have rolled over these loans more than 3 times. I'm to the point where I'm about to close my bank account which I really don't want to do. I have no extra money to pay my other bills. Please help
