What to do with Cash Cure LLC, American Web Loan and Sandpoint capital/ClearH20 in North Carolina. The amounts are $520, $520 and $510 respectively. Can I haggle the payments down? Are they legal to practice in N.C.?

File complaints with NC AG office. I live in NC and they have taken care of several of them. It's best if you have a mailing address so that they can send them a cease and desist letter.
