Actually you need to provide us more insight on this. If you are sure that you owe no money to them, you can send them a cease and desist letter. On the other hand, if you have any doubts you can better try and validate the debt first. Only if CACH fails to properly validate the debt, you can send them a cease and desist letter. For if you owe any such debt to them, and if you send a cease and desist letter to them, you can even get sued.

I agree with what Marvel has said. You should send a debt validation letter in writing to the CA. You can use the following sample letter for this purpose:

If they are not able to validate the debt, then send the Cease and Desist letter in writing to them. Thereafter, they'll have to cease communication with you. If they still contact you repeatedly, then you may file a lawsuit against them. However, they can contact you one time to inform you the steps they are going to take against you.
