Do I have to Pay licensed collection agency?

I received a bill from powell law firm regarding a balance due from quickest-cash-advance.com. The bill sys they are licensed to collect in minnesota. I already almost 2 years ago sent a cease and desist to quickes saying they are illegal and that all I owe them is $75.00. This bill says $315.73. What do I do? If powell is legal to collect I am worried I will go to court if I don't pay.
don't take a collector's word
a friend of mine got a letter stating the same thing.we are in IL,and powell has no license here.i wouldn't trust the word of a bottomfeeder(which powell is)send them a DV(debt validation)letter certified mail return receipt.point out the debt is illegal in MN.make them prove you owe this.also check your AG'S website to see if powell is licensed either as a collector,or a law firm.i doubt they are.send the letter asap.
