That is illegal! They cannot arrest you, nor threaten you with such arrest. I would look up the payday loan laws in your state. Most states require that the company should be licensed in the state and abide by those rules, and then there are the federal laws as well.
I had the same problem with Cash Advance Network, they were in Costa Rica, and I was behind by two days on my first late payment (after I contacted them and told them I would be late) they sent me to an aggressive debt collection agency in Florida. They harrassed me at work and at home, so I contacted a lawyer I found online that said I wouldn't have to pay him until they had my case settled. I hired them, they sued, and won. I ended up with my payday loan settled in full, and they paid my lawyer his fees. My lawyer even gave me $120 of the money I paid to the agency!
So don't fret. You won't go to jail!

This is obviously a textbook scare tactic that bottom feeders use. They count on good people like the first poster in this thread who are having financial challenges to be scared and give them their information, so they can hit their bank accounts again and again.
Do NOT give these people any info! Call the local police to report them and if they call again, tell them to go right ahead and come on over. Call the Pennsylvania AG's office while you're on the phone and turn them in.

I agree with other posters, contact your State Attorney General office, also your State financial regulatory agency about these people. And do NOT send them any personal info at all. I'd also keep an eye on my checking account, "just in case." The people that work for these companies are disgusting, they use legal-sounding terminology, give you bogus information on what they can and can't do to you, etc. And they're in Costa Rica? I had one outfit which was based in the UK, used a call bank in India, with a Utah telephone number and they said they were going to see me in a BRITISH court of law; I told them to come on over, I'd be waiting.
