How can I reach right person to negotiate debt settlementbwith Bank of America?

First I was told when I called them that my account didn't have a settlement offer so it wasn't eligible. Then for a month and a half I was told that the accounts were with the 'pending bankruptcy' department and so they couldn't talk settlement. I told them I wanted to settle and several times someone said they'd followup but it kept bouncing back to that department. My last call was the same as the first that they can't talk settlement because there has never been and is not now eligible since there's no offer for the account. So it's now 5 months overdue and I am not even in any talks with someone who can negotiate with me. Any thoughts or advice on how to proceed? How can I get to the right person to settle the accounts now? Family member will help with settlement and I want to take care of it before debt is sold to collector

No I didn't file or threaten to file and now it seems to be out of that department ( which was an error in the first place) and back to "we don't have a settlementboffer on the accounts". Who has the authority to make a settlement offer on account that doesn't currently have one?

I settled boa-the snake @ 151 days for 30.1%.
You might search the forums for the "senior account" mgr or something close. I telelphoned the number and the guy settled my account on the spot.
