As your father hasn't paid off the credit card debt, the credit card company is suing him in order to recover the debts. As your father has received a summons, he will have to give a reply to it mentioning his health and financial situation. You can appoint an attorney who may represent him at the court and inform the court and the creditors about his health condition. If the court permits, then he may not have to remain present in the court house.
However, the court may order to garnishment of bank account so that the creditor can recover his debts. Though the SSI check cannot be garnished, once it is deposited in the account, the bank account can be garnished.

WRONG. SSI funds once in an account are still exempt.
He doesnt need an attorney. His income is ALL exempt. He does need to answer the summons and show up in court.
