How can they place a bank levy on my bank account for a debt they are alledging was 18 years ago???? Please advise, I was told to send in tax forms from 1994-1998. I don't have any tax forms because I didn't owe. I called the one place I remembered the name of and the number was to someones home. So obviously they went out of business. I am so afraid my son and I will have to live on the street if they don't release my bank account.

Who is telling you not to file? Even if you only earn a small amount of money, there is always earned income credit and child tax credits you can claim.
You need to get back on the phone with the IRS and ask more questions. Ask how to file an appeal.
As for your SSI or SSDI and not having prescription bottles, that is a crock. You could have submitted receipts or even asked your pharmacy for a transcript of Rx's you had filed. Nobody is expected to keep empty bottles.
Get your child services department on the child support case for your childs father.
