Dell Financial Past Due Help

I'm currently $708 past due with a Dell account. I lost my job a year ago and have been extremely under-employed since then with only part-time work. My other creditors have worked out payment plans that I can afford, but Dell evidently doesn't offer any such programs. For the last year, my account has been past due. I've called three times and they scheduled 2 payments each of those times, but my account remains seriously past due. I'm wondering what's going on and why they haven't done a charge-off, not that I want them to. I really just want to get caught up and pay by debt. Has anyone had any dealings with Dell and can offer some insight or advice?
