CA's calling every hour / nothing on credit report

I have had several CA calling nonstop mostly on the hour some with phone numbers (Portfolio) and others always showing as "out of area". I have been reading plenty about the cease and desist letters and plan on that but they are apparently calling family members who I havent lived with since I was a kid and my brother who lives in a totally different state and has for years (our first names are not even close). They call my mother and she has told them many times that I don't live there and haven't and that she is reporting the numbers because she is elderly and they don't stop.

I can somewhat understand when the CA does their "silly" searches for me like using Intellius or services like that (which doesnt always contain accurate or valid info), that the address does match but that's it. My mothers home is a full double and does share the address but I am in the separate side with all my own contact info. But my brother, who I haven't lived with since childhood at our parents home and whose name isn't even close to mine, lives halfway across the country but they are starting to call him.

How do I address this in a cease and desist letter because I know my mother wouldn't understand what to do, and I haven't spoken to my brother in 5 years (our mother told me about the calls) so you can imagine how pi$$ed he can be right now and rightfully so. I want to take care of this for everyone because I dont want people to be bothered because CA are trying to contact me (which they do have and use my real contact info).

At the same time I pulled all 3 of my reports today and Portfolio is the only one that has even made inquiries but NONE of the charges they are seeking are either a)listed on my report since they are at or over 7 years old and b)I have nothing listed under the "collections" section of the reports. So basically it appears as though they are looking for accounts that don't even show on my reports as either "closed" "delinquent" or "in collections".

The funny part is that the one of the Portfolio letters sent was for a Capital One account that was closed out way back with a balance of around $3000, Portfolio sent me the letter saying they would settle for @$8500 and the full amount was $14000. THAT'S NEVER GOING TO HAPPEN. Not to mention I have been unemployed for over 2 years and last year I started a business and am barely keeping my head above water so the old saying that you cant get blood from a stone applies here.

Does anyone have suggestions for anything listed above? Any help will be totally appreciated.

Have you ever answered the phone when they call?

You need to send them a letter and request validation of the debt first. In the letter tell your correct contact information and let them know that, now that they have your correct information, they are to contact no one else.

Send it CMRRR and hang on to the receipt once you get it.

First off,
Thanks to the both of you for replies.

I have answered the phone a couple of months ago but the guy I spoke with made me want to jump through the phone. Albeit he was pleasant, I live in NE PA and we never have natural disasters but this past year a couple of hurricanes and/or warnings came through and that is not something we are used to. When I answered the phone (not looking at the caller ID) I though it might be family trying to call. I answered the guy and verified he got me but I politely told him that I couldnt talk because there was a hurricane on its way and that he could check the internet to verify that I wasnt making it up.
He then tried to keep me on the phone and I basically cut him off told him I wasnt concerned about his job, but more about my family and what we were expecting weather-wise and then I hung up.
So, the simple answer is that they did make contact with me at my home phone number.
I was more surprised that after finding this site and taking many of the other written recommendations (which prompted me to pull my credit reports) that the only old past delinquent debt was for $499 from an old verizon account and that was under the closed section of the reports and not the collections. ALL other accounts are either in the good standing or not appearing at all.
I will send off that verification letter asap, but a)how do I stop the calls to my family even after they told them I dont live there several times and b)how could they be calling when these arent even showing on my reports?
