Cash Call/Western Sky account sent to collections

Hi! I had gotten myself into a mess with PDL last year, and thanks to this site realized that they are illegal in my state of Vermont. I sent out versions of the letters found on here including one from the Regulatory & Consumer Affairs Director for the State of Vermont Department of Banking, Insurance, Securities & Health Care Administration stating all of the various statutes and regulations regarding lending practices in my state. Most of the lenders provided me with a paid in full notice, and all that is left is Ameriloan, Spot on Loans (same company), and CashCall. Today I received a letter from Delbert Services Corporation stating that they are a debt collector and that my account has been referred to them for immediate payment. They further state that subject to my rights to dispute the debt, failure to honor their demand will cause escalation of collection and recovery efforts. They outline that I have 30 days to dispute the validity of the debt in writing. I have 2 questions:
First: is email an appropriate way to contact them? They have several email addresses listed under their contact us section on their website; and
Second: How should the validation letter be worded? The sample ones on here don't seem to really apply. I was thinking something along the lines of "The company that you are trying to collect for is listed as an illegal lender in my state of Vermont. I am requesting validation of this debt, including any banking and lending license numbers that I can use to validate this lender with the Regulatory & Consumer Affairs Director for the State of Vermont Department of Banking, Insurance, Securities & Health Care Administration. Please also include an explaination as to how you computed the amount you claim I owe, as well as your license number to verify that you are a valid debt collector". Is there anything else I should add? Or take out?

I should also add that Cash Call is reporting on my credit report. The only validation of debt that they would send to me is a copy of the on-line agreement that I signed with Western Sky and a statement that since they are tribal lenders they do not need to comply with Vermont regulations. I reported it with the credit bureaus but they only put a fraud alert on my report.
