Cash Yes Harrassment Collection Calls

Hi,
Last May 2011, I took out an internet payday loan from Cash Yes not realizing it was illegal. Anyways, to make a long story short, I ended up having to close my bank account and change my home telephone number because Cash Yes stated that they sold my account to a third party collection agency.
This "third party collection agency" calls me constantly with different telephone numbers claiming that they are from the FBI and state and that they have a warrant out for me on fraud charges. Really?? I only owed them $400 and didn't realize that they were out of the country!
Anyways, now they are calling my father and harrassing me at all hours of the day and my neighbor! My neighbor wasn't even my reference so how did they get her?? She came over and was so distraught that she thinks I am frauding people! I tried to explain to her that it was all a big scam, but, she doesn't believe me.
How do I make these third party collection agencies stop calling? My police department won't do anything and I already have the Department of Banking involved (I live in PA). The Department of Banking stated that because Cash Yes is out of the country, they couldn't do anything either.
I just really want the calls to stop. They are upsetting.

There's not much you can do. Tell your dad and neighbors the truth. This is fraud and harassment. Advise them to not answer the phone when these people call or to hang up as soon as they realize who's calling.
