Looking for information from others that may have settled an account with these folks. I've offered a lowball figure a couple times now but they just laugh at me. Wondering what % others have been able to settle for.

Didnt Capital One buy HSBC's credit card portfolio?

If so, settle fast with HSBC or you'll pay dearly to settle with Cap 1.

I stopped paying a Chase Sony card last year, they sold the Sony branded card to Cap 1 a month later, had to settle a year later with Cap 1 this month for 65%!

GM transferred the account at 120 days late to NCB, who has been absolutely no help. Won't reduce the interest rate, which is 30%, or make a payment arrangement that we can work with. The guy literally laughed at me when i made a settlement offer of 15% late last fall. The account balance was $6800 when we defaulted. He said HSBC is Hong Kong Savings Bank and they are not in a poor financial condition like American banks and will not accept a lowball offer. Meanwhile, I have been scraping funds together to make a payment every month for 3 mos now as they keep telling me the account is going to charge off if I don't. Last night, I was able to login to this account and see that I have made absolutely no headway, infact we've gone backwards on the balance after making almost $700 in payments the last 3 months. It is over $8,000 because they are still charging 30%+ interest and late fees, which amount to more than what we've paid! So ... what do I do now?
