Debt from when I was 13 and 16 years old

The other account is an account that I have no idea about. Its a capital one card that was approved when I was 16, but the birthday on their records show 1980 instead of 1985. the balance on that card is about $800. Am I responsible for both of these debt. It means that they've been damaging my credit since I was 13.
What do I do about it?

As for the second account, that would be identity theft. File a police report and submit is with copy of your birth cert showing you where a minor when the account was opened.

Can you pay the $800? That may activate the card and the rest of the (credit) balance. Otherwise they can't make you pay if someone charged up the card and didn't make the payments. I don't know how old you are now but they probably don't even have the records to validate it (like statement and receipts). If you are not interested in having the credit card, just let them know that.
