Rec'd. a letter from a JDB(CAP. MGMT. SRVS.) regarding an old credit card debt from the 1990's. They offer to accept 20% and call it even. This debt does not appear on my credit report. I have not done anything in several years certainly beyond SOL limits in TX (4 yrs.) Do I send validation request or SOL letter?

Just keep it short and sweet.

For example:

I demand that you cease and desist all contact with me and further collection efforts regarding this alleged debt.

Send it certified mail with a return receipt requested (or FedEx with signature required). That way you have proof they received it and, if they call you again after they receive your letter, you can sue them.
