Letter from JA Cambece again

Hi,
I got a letter from JA Cambece last year and I sent a Debt Validation request in a certified mail with return receipt request. I received the receipt and I still have the copy. But JAC did not validate my debt till now.
Yesterday I got another letter with the following details:
Dear xxx,
As you know from our first letter, we represent ANJ, INCORPORATED. After further review of your account our client has decided to approve you for a temporary minimum monthly payment arrangement. Hopefully, this arrangement will give you the time you need temporarily to pay the above referenced account on a monthly basis. Our client hopes this will help you get back on your feet again.
This offer may expire soon. Please contact this office to make arrangements for your first monthly installment payment.
Please call our office. The toll free number is 1-866-200-3283.
If you have a complaint about one of our staff, please call our complaint hot line 866-200-9339.

I am not sure what I am supposed to do now. I checked my report and the account is closed. It's been closed for a long time now.

Collection accounts are always closed accounts. How did they val
Collection accounts are always closed accounts. How did they validate the debt???ktgfmz

what did they send besides that letter?if that's all you got after close to a year.they didn't validate jack.please specify what if anything besides that other they sent to validate.
They did not validate the debt. 1. I received the first letter
They did not validate the debt.
1. I received the first letter from JAC on 2/21/2011.
2. I requested a validation on 03/07/2011
3. JAC received the request on 03/09/2011
4. I received the 'Return Receipt' around 03/12/2011 - I have the receipt
I did not receive anything else from JAC except this new letter received now.
