Debt Collection after PDL Settlement

In November 2010 I got a $500 loan from Elastic (Urban Trust Bank). I was unable to repay and ended up agreeing with them to settle for $354.75. I have email solicitations from them regarding this as well as a PIF email and I believe I have a written letter as well (I just haven't had the time time to dig it up). Today I got a call from M. Callahan & Associates stating that a civil compliant had been filed against me and referencing an affadavit number. I called back and they told me I owe $709.50. I told them I had a PIF and sent them the email documentation I had. I called to follow up and spoke to a "supervisor" who told me that my documents weren't good enough and anyone could doctor a PIF letter. I asked what he would like me to provide and he told me nothing I could do would convince him not to garnish my wages. I live in PA and I don't even think that is possible.
I told him that I was verbally putting him on notice that I would be requesting a Debt Validation in writing and he told me he wasn't going to do it and hung up on me.
Does anyone have any advice or know anything about this company? What are my next steps? I'm going to call Elastic and inquire about the status of my account and follow up with a letter enclosing the complaints I will be filing against them with the FTC, BBB, Attorney General and my state's Department of Banking. I will CC M. Callahan & Associates on that letter and send them a cease and desist letter. Also, M. Callahan stated that the FDCPA does not apply to them because they are attorneys, but I believe that is incorrect and I am considering filing a compliant against them for that as well. Any advice is appreciated.

Before you waste time filing complaints, send them a cease and desist letter in writing via CMRRR with a copy of your settled in full. If they violate that, then sue their asses off.
