Third party debt collector

I had to recently obtain a copy of my credit report, due to ID theft case that we're going through right now. I found out that a debt collector had purchased a debt back from 2008, it's for an old telephone bill. We had some bad things happen, you know how it goes from there laid off etc. Didn't get to pay it. On my credit report it states that AFNI bought that bill and calls the house harassing, sometimes up to 3 times a day. I filed a complaint with BBB and Ohio AG. Told them to stop the calls validate the bill through regular mail. They tried to send me a bill in a ZIP file through the BBB. Now checking my credit again I find out that Portfolio recovery and associates made a HARD inquiry on my report, for the same EXACT bill. Now both third party debt collectors are claiming it's from the same phone company. How can 2 debt collectors buy up the same bill? and is this really allowed? Portfolio already accessed my Credit file illegally. So I'm not happy with them. I don't understand how Portfolio can say they own the same phone bill, when AFNI is trying to say they own it, as well?


I figured as much, my question is are the allowed to access the credit report without permission and are they allowed to call hubby's place of employment and harass him there, as he is not allowed to receive calls at work? I don't work with hubby, but they are looking for me at his place of employment stating that they are collecting a debt.

He's not allowed to receive phone calls at work. They told hubby they were collecting a debt, that's why I asked if that was allowed. I had assumed that this was a good place to ask for help, i guess i was wrong.
