I received a call from S & S recovery regarding a payday loan from 2 years ago (Pack Management). This was paid in full, and I told the
CA that, and they asked my if I would be able to prove that I paid it.
Don't they have to prove that I owe it first? Actually, I believe that Pack
Management ended up being illegal. (I live in Illinois) I am questioning
the CA being legit, as they call from different numbers. The man I spoke with said he will send me the paperwork. I only gave him my address.
Please advise? Do I have to prove that this (possible illegal) loan is paid?

Who was the original lender? Which state do you live in. Actually, CAs are not obliged to tell you if they are licensed to collect or not. They won't provide you with proof that the debt belongs to you unless you ask them. Send them a debt validation in writing. If you think the original loan was illegal, then this is going to be easy. Again, what was the name of the PDL you borrowed from?

what's wrong with you two?doesn't reading before posting count anymore?the lender was pack management.the OP is in IL,and yes the loan was illegal and it was paid.now yes it is up to a collector especially a bottomfeeding debt buyer to prove you owe it.not the other way around.btw how if they won't send anything can they send a DV letter?that has to be done via the mail, not over the phone.to the OP i'm in IL and can help.do you have any number they give,or that came up on caller id?i might be able to get an address from that, but just know this smacks of bottomfeeder as again they must prove you owe it.also in IL a collector must be licensed to collect.so please read the post the two above me,and know of what you post.
