Is this a true collection agency/lawfirm??

Hello,
I received a call today from some outfit saying that beings that I have not responded they are left with no choice but to pursue the matter legally. The number which appeared on my caller ID was 1-877-455-5001. When I called it back I got a recorded message. I couldn't understand or figure out what the name of the business was. When I did an 800 number look up...none of the sites came back with a name of a business for this number either.
The message went on to state that if I left a message with them to please reference file # 5,454,680. (pretty high for a file number??)
The only thing I have out there is I took out a payday loan 3 years ago from an illegal online payday lender. I never paid the full amount back because they were not legal in my state. The name of the illegal payday lender was Together Cash. I am wondering if this outfit might have something to do with them??
Any help with this matter would be appreciated.

Call and find out what they want....if it is for an illegal payday loan you do not owe them squat. Verify their address and send them a cease and desist letter.
Should I respond?
Doing so research on Hearsche Kemp LLC is sounds like they are a sneaky collection agency that doesn't follow the rules. They are not Accredited with the BBB and doing a search on google..it looks like they have a lot of complaints against them.
Should I not answer the phone when they call?? I am pretty sure they have info on me from the illegal payday loan I took out 3 years ago from Together Cash.
