Civil Summons: Inactive

So a debt collector tried to have me served with a civil summons, but the local sheriff here in NC was unable to serve it because I have moved to a different county. I noticed on the website of the sheriff's office where the attempt to serve was made it says the status is "inactive". What does inactive mean? I know that does not mean the case is history. Does it mean the summons gets thrown back to the debt collector, stating it can't be served in the county it was filed in?
