I thought this was illegal unless one has had a prior business contact, or they are a pollster, or non profit group? As they ask for a person who does live here but is not the listed owner of the phone number are they violating the law?

It doesn't matter who owns the phone. If they're calling the correct number for the house in which the person they're looking for lives, they aren't doing anything wrong. How about picking up the phone and talking to whoever's calling?
