Pay day Loans in Kansas

I told them that I am having financial difficulties and wanted to pay installments of $50 every two weeks. Instead of this agreement, they sent me a settlement offer of 70% offer from $420 to $294. If I don't pay this, they were going to contact Certegy Check Network and I will be denied check writing privileges. Can they do this? Thanks:confused:
