I know that Nevada is pretty lax when it comes to payday loan laws, but companies like Western Sky, Paydayloanyes etc still need to be licensed in the state of Nevada to lend right?

Yes, lenders need to be licensed with the state department to legally operate in the state. Western Sky is an illegal tribal lender in all 50 states and the con they run with CashCall follows suit. Paydayloanyes is not legal in any state either.
