$4,000 credit card debt can be renegotiated?

I have an old Wamu account with a $1,200 balance that Chase charges me $17.00 a month in interest on at around 12% AND I have the new Chase credit card balance of $3,200 they also charge me $41.00 in interest. I had to take the 20% on top of the Wamu credit card - two cards in one account. The two charges every month are ridiculous.
My credit is good at 622. I just bought a car at 6.9% financing. I called the 1-800 line at and they said at this time Chase will not give me a lower rate like 6% on the old Wamu/Chase balance (12% and Chase new at 20.4%) until "something else happens", which the bank executive listening to the conversation interpreted as "Don't pay your bill for a few months". So, should I not pay the bill for 4 months to put pressure on Chase to lower my percentage from 18% and 20.4% down to 6%? Will that show the hardship they wanted me to produce? I really am struggling to pay the credit card balance. I homesteaded my account just in case.

Contact with your credit card company and explain them about your financial condition. Try to negotiate with them. If it seems difficult to negotiate, then you may get help from your friends and family members.
