Multiple loan help

I have three outstanding loans, one with Magnum Cash Advance (paid $284 on a $300 loan) and two with Zip19 (outstanding $599.90 on a $500 loan, and $698.90 on $550 loan). My question is this - I have been caught in a cycle of loaning and reloaning with these two "vendors" since August of last year. When I send a cease and desist letter, am I within rights to ask for paid in full based on over payment of previous loans, assuming that the interest and fees on the other loans are greater than the outstanding amounts owed?
I've already spoken with my bank and have a hard ACH freeze on my account, they felt that that was a better option than closing and reopening the account. TIA!
