Counter offer to settlement offer from Chase

Hello. I'm trying to settle my HELOC with Chase. I own them $174,138.09. I'm about 42 months past due with my HELOC.On May 23, 2012 I received settlement offer of 5% ( $8,709.00) By the time of the settlement offer I didn't have the funds to settle with them.(I think it was great settlement offer).I only had $3000 on my account, so I send them counter offer for $3000 which they didn't accept. The offer expired on June 22, 2012.
Now my account has been placed to CA.(American Coradius International LLC)
As of today I found the money to settle with them for $ 8,709.00
I don't really know if I have to contact Chase or CA to discuss that matter,or wait till Chase will contact me with the new settlement offer.
Please advise what can be done to get back that settlement offer from Chase.
