I took out two loans and seem to never come close to paying this company off.
At the bottom of their web site it states the following:
Residents of Utah, Colorado, Georgia, Ohio, Virginia, West Virginia, Maryland, and Puerto Rico are not eligible to apply for a cash advance on this web site.
I currently reside in Virginia, and my question is are they legal to give online loans? and can I send your letter to them?

If you're referring to SpotOnLoan, they aren't legal. So, yes.
