Payday Loan Consolidation Programs

My brother recommends Chapter 13 bankruptcy but lawyer fees are about $4000 to do so.
I have started looking into payday loan consolidation programs. What does anyone know about the success and legitimacy of these companies. Any particular recommendations?

Are these legal pdl???? if they are legal then you can call and work out a payment plan with them... I have work with Cashnet and Check n go with a repayment plan...both of then gave me 3month to pay them off....with no additional charges.....
Yes, I believe they are all legal
I have already shed many illegal ones. Here is what I have:
$300 in PDL each with PayDayOne, MoneyTreeInc, SpeedyCash, LoanByPhone (aka CheckIntoCash)
Approx $3000 in installment loans each with CashCall, ChecknGo, CashNetUSA, SOS Loans.
I am in California - are any of these illegal in my state?
I tried negotations with CashNetUSA a few days ago and got nowhere. I want to eliminate these debts ASAP, not just get by with the current payments. How did you pay off in 3 months?
I am considering debt solution companies becuase I do not know whether I can handle this myself.

I also have a CashNet loan but told them I was in financial hardship and needed to set up payment arrangements. First time it was a bit high but the 2nd time we negotiated to a good amount every two weeks and will be taken care of in 2 months.
