I owe citi card 3900.00. I talked to them about a program that I could afford and all they offered me was 3 payments of 336.00 each. I cant afford this. What would my next step be?

3 payments of 336 to settle a 4k debt? I'm sorry but if I were you I'd be finding a way to get that money together. That's a 1k settlement on a 4k balance, i.e. 25%.
