Asked for an EPP from CashNetUSA and they said NO

I had recently received an answer from ya'll regarding my payday lenders. All of them were illegal or unlicensed in my state except for 1 and that was CashNetUSA which is a legal CSO.
I emailed them yesterday requesting an EPP and they let me know that they are unable to offer this to me at this time but that I do still have 4 extensions available. Is this correct? Meaning, they can offer this but they do not have to or what? I am confused.
I have already closed my checking account at my bank and opened another account. What should I do now since they said "NO" and I don't have the money for them to withdraw plus this is a new account and I will not give them the info. I asked in the request for the EPP to begin on 9/20. C
What should I do now? Your help is greatly appreciated!

They aren't required to offer you an EPP.
You have a few options.
1. Email their corporate customer service dept and ask again for the EPP. Explain that you will have to default if they can't work with you because paying the extensions is just prolonging the inevitable.
2. Ask if they can convert your loan to a declining balance installment loan.
3. Default on the loan and arrange your payment plan with collections.
