Help with Cash Central

LA laws say that a lender can lend no more than $350 for a PDL and that the finance fee can be no more than $45 and that no rollovers or refinances are allowed. I have explained to them in return correspondence that I understand they do not have to be licensed here in LA but that they have to follow the guidelines....aren't I correct in this assumption?
They did honor my request to revoke the ACH debit, but state that I still owe $625. Please see letter and I would LOVE some advice on where to go from here!!!

You're absolutely right. They have to follow the state payday loan laws. Another thing, they have to be licensed to do business in the state. You shouldn't pay any money to this company.

Consumers from LA have been having a lot of issues with Cash Central over the last half year or so. At least that is what I have been noticing. The point of the matter is this: LA laws regarding small loans are flimsy at best and the people in the AG's office are either dead or play dead as a part of their profession. Moreover, a few LA lenders tend to have their business registered under the Mortgages Act which lets them bypass the small loan laws of the state. There was a case in IL about this and the judge threw the book at the lender who went howling to the 9th circuit for appeal.

After about 6 emails back and forth to Cash Central, with my last telling them that they needed to refund me $335, they have "zeroed" my loan and have marked it as paid in full!!!! I guess that the $625 I supposedly owed just disappeared!
