Best prepaid debit cards to recommend

I know we recommend to members all the time to set up prepaid debit cards to pay off lenders... but which ones? I've gotten a bunch of PMs from people asking which one to get and frankly I am sort of clueless as I have never used one in my life, I just know a bit about them. There's the chase liquid which has no ATM fee at Chase and a 4.95 monthly fee, then there's the Amex prepaid card AND the Amex Serve... capital one's prepaid debit card is right around the same thing as the chase liquid, 4.95 a month if you do not have 500 dollars deposited to it monthly (not sure if chase offers this) but they don't have free ATM withdrawls even at capital one branches so you have to pay 2 dollars to use an ATM plus the ATM owner fee...
It looks to me like the amex ones are the ones we should be recommending... any thoughts?
