Ok, here's your problem. I work for a major bank - and I can tell you right now, the person you spoke with has no power to do anything to help you. Literally nothing. Frontline CSRs can't even reduce overdraft fees.
Here's what I suggest - first, call this number: 18665642262
That is chase claims intake department. I went downstairs to our claims department and asked if they had the direct line for chase and they did. So call them - tell them these are unauthorized debits WHICH YOU DID NOT APPROVE. end of story, don't even mention reg E or payday loans.

That is who I was just on the phone with. They knew it was a payday loan because of previous conversations I have had with other bankers about this very same subject. She could only get TWO fees reversed...... I have had 9 hit my account because of these two PDL's.
What now? Still go into the branch?

Did you ask to speak to a supervisor? That's a load of crap... did you tell them you are going to complain to the FDIC, OCC, the Fed, and the CFBP if they didn't observe regulation E?
You can go into a branch and speak with a manager... but do not let her hand you the phone. Standard procedure with disputes is to give you the phone and let you talk to the disputes department. Don't let that happen. Tell the manager these are unauthorized debits from illegal lenders. Bring copies of your relevatn state laws.

From what I have been told, ACH revocations must be done in writing to the drawer...and the bank needs a copy for their files. You need to show that on a specific date you cancelled their ACH priveleges...Cap One may do things one way, but I just asked a friends who has worked at Regions and a couple of other banks and she said the bank will honor your revocation effective the date of the notice you sent to the lender...Reg E actually specifies 3 days notice but they will do it effectively as of the date you signed,
But didn't this member say he/she revoked ACH already and showed
But didn't this member say he/she revoked ACH already and showed it to the bank?
