I called and spoke to someone from the Louisiana Office of Financial Institution and she told me that I needed to call the District Attorney or Sheriff office to explain my story to them. She also said that anytime a check is written and the company feels as if the check was worthless then the company has the right to turn it over to the District Attorney office and it is not a violation of the Office of Financial Institution.
I called the District Attorney office an they told me to call the sheriff office.
I spoke to a lady(issue warrants for the parish) at the sheriff office and I explained my story to her and she told me to call the company an speak to someone about paying the loan because all the company wanted was there money. Then she told me that 3 things can happen when you right a check for a payday loan:
1. The check can be turned over to the DA
2. I can be sued and have my wages garnished
3. It can be sent to a collection agency
I then asked her what about the warrant an she said that is between you and the company an what ever you work out with the company I will be fine with. Just call me back and let me know. Then she gave me the number to the company.

Yeah, I find it kind of funny how the Louisiana Statute 14:71 states that the company can not take money from me, it has to go through the District Attorney office. The lady clearly gave me the number to the company and told me to call and make arrangements to pay him and whatever we decided is between me and the company. I am still investigating this with an attorney.
