Frontier Financial Group

I got a call from these guys about a payday loan from Western Sky for 1,500. Basicly I was in a rut from multiple pay day loans, and with all the money being taken out from these other ones, I was never even able to afford to make a payment to westernsky. Ive since then gotten most of the PDL's off my back, alot thanks in part to the advice I got from here. However I got a call today from Frontier Financial, I asked about a VD, they said it was sent 2 weeks ago. He then said theres a fraud complaint being filed against me because I never made a payment.
My question is 3 parts, First question is, the man said it was being filed in Washington county which is the county I live in, Western Sky is tribal, so if this Frontier Financial Group does actually file a complaint against me, can they actually do so in my county court being that Western Sky is tribal, wouldnt it have to be done in tribal court, as I dont think State courts will recognize a claim about a tribal issue.
Second Question is, Payday lending is not legal in PA, and I keep hearing all this mumbo jumbo that Its tribal, and they dont have to follow pa laws, then I hear, that there not legal anywhere in the US because there tribal. How does this work?
Third question, What should I do about this, Im going to send them the draft CD letter from the forums, What else should I do to protect myself in case they do actually try to file something against me? I would really like to have anything stopped before it gets filed, because I cant afford to retain an attorney without putting myself further in debt when Im finally starting to climb out of the hole I was in.
Thanks in advance

You need to send them a cease and desist letter. Tribal loan
You need to send them a cease and desist letter.
Tribal loan contracts are not enforceable, therefore void and uncollectable.
