I sent out the first email and received an email back that said that they are not governed by my state laws because they are covered by Federal Laws/Interstate Commerce Act. What do I do now?

Have you told us what state you are in, names of lenders (storefront/internet), amount originally borrowed, and amount paid back so far? If not, answer these questions cause it sounds as if you are dealing with an illegal lender. Debts are civil, not criminal.

I think they are illegal lenders. Don’t pay them an extra penny other than the principal. Close down your bank account asap and open a new one to stop debiting money from your account.
