Once it is discharged in the bankruptcy, no one can collect on it. You need to contact your bankruptcy attorney and let him know what is going on. If I remember right from our bankruptcy, they are in contempt of a bankruptcy stay. You can not be charged with banking fraud with payday loans. It is a civil matter at best. They are considered as bad debt. As you explore the forums you will see that Interstate Compliance is conducting illegal activity and should be reported to all the proper agencies.

Assuming: (1) you identified that creditor in your creditors matrix in your chapter 7 filing; and (2) the creditor got actual or legitimate constructive notice of the proceedings; and (3)you did not misrepresent any material fact in your schedules or plan; and (4) an order of discharge was entered by the bankruptcy court.
Anyone who threatens you with criminal prosecution for bank fraud is himself subject to arrest for extortion and can probably be sued for violation of some state law designed to protect consumers. If he's using the facilities of interstate commerce to commit extortion (i.e, over the phone), both the FTC and the FBI might be interested. Attempt or conspiracy to commit extortion is just as much a crime as the act itself. If the amount of money is high enough (depending on the law of your state) it may be a felony. It's also a violation of the bankruptcy laws, and you could still (I think) go into the bankruptcy court on your original case and file a motion for a rule to show cause why the creditor should not be held in contempt of court.

Perhaps this is a new action plan of IWCB. Once a debt is discharged in bankruptcy, no collection activity is allowed on this account, otherwise it will be considered as violation of bankruptcy court order.
Virginia-Legal-Defense has already explained it well, however, confirm that the debt was discharged in your bankruptcy case. Then contact your attorney to know what action you can take against them. Do not pay them out of fear. This company does not seem to be legitimate.
