I had a payday loan company present a post dated check to my bank and it bounced. They are now telling me that they are going to charge me with check fraud. Can they do this in WA State?

What is the name of the pdl company? Is your lender licensed in your state?

They cannot charge you with check fraud over a deferred payment promise. Pay no heed to these empty threats. In all probabilities, you are dealing with an unlicensed illegal lender here but we cannot confirm without you telling us the name of the lender.

Sounds like a local storefront using strongarm tactics on you - call their corporate office or mail them guaranteed payment for the original loan and the finance fees.
