Is Three B and Dollar Flash legal in Louisiana? They are online loans.

Dollar Flash and 3bpayday

Dollar Flash is illegal but 3 B is licensed in Utah, so as per LA law which requires a lender to be licensed anywhere in the US to be able to lend, they should technically be legal as long as they are complying with the state laws and usury rates.
