payday loand

i have a payday loand with a company from march, i have not been able to pay it back, and now my bank account is closed. I got a call from a 'prel pros fraud office saying that I was going to be arrested, and taken back to alleg co maryland unless i came up with 688.50. If and when they arrest me, i will need to pay 7750.00.
I don't have that kind of money.
I did call the sherrifs office, and a police officer came out, he stated that there was not warrant for my arrest.
Can they arrest me, she said they are going to charge me with melicious intent to defraud?
