Need to know if the following online lenders are illegal in Ohio

all three are illegal in every state so go to helpinaz's primer on dealing with illegal lenders.

What makes these lenders illegal in Ohio ?? Not licensed ? High interest rates ?

Not to mention interest rates higher than allowed in Ohio -
Loan Specifications
Maximun Amount of Loan - $500
Term of Loan - 31 days
Maximum Rate of Finance and Fees- 28% per annum
Finance Charge on $100 loan for a 14 day period - $1.08
APR for $100 loan for a 14 day period - 28%

And the fact that even online lenders must be licensed to lend in Ohio -this is one of the biggies...
