(1) at any unusual time or place or a time or place known or which should be known to be inconvenient to the consumer. In the absence of knowledge of circumstances to the contrary, a debt collector shall assume that the convenient time for communicating with a consumer is after 8 o’clock antemeridian and before 9 o’clock postmeridian, local time at the consumer’s location;
Where is it included in the FDCPA that debt collectors can only call between 1 PM and 5 PM on Sunday?

When did the lady call you? Did she call you between 1 pm and 5 pm? I'm asking you this because that is allowed. As per the federal laws, collection agencies can call you between 1 pm and 5 pm on Sunday. However, don't transfer the money over the phone. Get it validated in writing first. That is important.

Well, there is NO prohibition under the FDCPA that a debt collector can't call you on Sundays. Yes, under the FDCPA, a debt collector can't contact you before 8 AM and after 9 PM. So, if the debt collector has violated this, you can report this issue to is Consumer Financial Protection Bureau (CFPB).
However, if Sunday is not a convenient time for you to receive collection calls, simply ask the collector to call on some other day!
Lastly, before you proceed to pay off, validate the debt first! If you really owe the credit card debt and it's not time-barred, you can proceed to pay it off!
