Can I lodge a police complaint if a collection agency calls me at irregular hours?

According to The Fair Debt Collection Practices Act (FDCPA), debt collectors have no rights to harass or abuse consumer.
If you think that the collection agency is harassing you, then you can submit an online written complaint to the Consumer Financial Protection Bureau.
You can call at (855) 411-CFPB (2372) to lodge a complaint.
Also, contact your state's attorney general to file a complaint.

A debt collector may not contact you at inconvenient times or places. It is restricted to call a debtor before 8 a.m mornings or after 9 p.m night unless you agree to it. If possible, try to record the calls with entire conversation. It'll be a great evidence against the collection agency and for the lawsuit, you may file against them.
